Parks Canada seeking proposals to expand visitor experiences at Ottawa Locks
Parks Canada manages one of the finest and most extensive systems of protected natural and cultural heritage areas in the world.
Developing new and innovative programs and services allows more Canadians, including youth and newcomers, to experience the outdoors and learn about our environment and history. Parks Canada is seeking proposals for independently managed services to further enhance the visitor experience along the Rideau Canal National Historic Site, either on land or on water.
The Rideau Canal is a recreational paradise, attracting visitors from across North America and beyond to travel its 202 km length and explore its historic engineering and military feats at 24 unique lockstations.
Interested parties may submit a letter to Parks Canada detailing their proposal. Parks Canada will work with the successful proponent to implement projects, either during the navigation season or all year round, as early as summer 2019.
Proposals must contain sufficient information and detail, including concepts, proposed site area, financial aspects and a timeline for implementation. Proposals will be evaluated on their ability to meet the above objectives and on the feasibility of implementation. Proponents will be solely responsible for all costs related to the preparation, implementation, and management of their proposals.
A letter of interest must include the following:
- Description of use proposed;
- Proponent identification;
- Explanation of the proposed use’s contribution to the local tourism sector;
- Agreement to provide a business plan outline within 30 days of submission of the letter of interest, including proposed financing provisions; and
- Agreement to enter into a License of Occupation with Parks Canada for the use of the site.
Proponents should be able to implement their proposed projects within the next 12 months, although we are prepared to see projects implemented as early as this summer. Parks Canada, in its sole discretion, retains the right to approve final land selections, to accept or reject any or all proposals, and to cancel or discontinue this initiative without any obligation or notice.
Fees related to land use or event permits may apply, depending on the type of proposal.
Letters will be accepted until May 31, 2019, at 5 p.m. (EDT).
